PanTeXas Deterrence, a team including TechSource, Inc., has been Awarded $30 Billion Management and Operating Contract for Pantex Plant
The U.S. Department of Energy's National Nuclear Security Administration (DOE/NNSA) awarded a $30B Management and Operations contract to PanTeXas Deterrence LLC (PXD), a joint venture led by a BWX Technologies, Inc. subsidiary, to operate the NNSA Pantex Plant. TechSource, Inc., a leading science and engineering Veteran Owned Small Business (VOSB) in the national nuclear security mission space, will play a crucial role in the management and operations of the Pantex Plant as a dedicated small business and valued member of the PXD Team.
"TechSource is honored to be part of this historic contract. We anticipate being involved in three key mission challenges: reestablishing single-site management, scaling operations (with a focus on safety) to ensure mission fulfillment, and continuing to assist with recapitalization efforts, including high explosive and pit storage. We are excited to contribute our decades of nuclear weapon enterprise experience and expertise to operations and our Weapon Knowledge Preservation and Transfer (WKPT) initiative to workforce development. Together, we aim to support mission delivery at Pantex and beyond," said TechSource CEO, V. Brian D’Andrea.
DOE/NNSA’s award of this Management and Operations contract for the Pantex Plant is a significant achievement that highlights the importance of national nuclear security. The contract covers an initial 5-year period with three additional five-year options. If all options are exercised, the contract will span 20 years, with a total funding level of approximately $30B.

Hooper also served in the U.S. Navy as a Lieutenant on the USS NIMITZ (CVN-68).

TechSource, Inc. Mourns the Death of Board Member James Stout
It’s with great sadness that we announce the passing of our friend and fellow Board Member, Jim Stout. “It was a privilege to serve alongside Jim for 19 years.” said Brian D’Andrea Chairman and CEO of TechSource. “Jim was a consummate gentleman who approached every day with an open mind, a terrific sense of humor, and a deep humility. I will miss his wisdom and simply knowing he was there when needed. Jim was truly one of a kind, and we will dearly miss him.” From the inception of the company, Jim provided business and legal advice to the founders. He joined TechSource’s Board of Directors in 2004. Jim passed away on February 10, 2023.
Prior to joining TechSource, Jim served in the Department of Energy for over 30 years, concluding with his appointment as Chief Counsel, Albuquerque Operations Office. Jim held a variety of roles related to the operation of the Nuclear Weapons Complex including that of Lead Negotiator for the contracts for the operation of Lawrence Berkeley, Lawrence Livermore, and Los Alamos National Laboratories, and Senior Advisor on contracts relating to the operation of Sandia National Laboratories.
In addition to these roles, Jim also served as an advisor to the Strategic Advisory Committee of the Commander, U.S. Strategic Command. He was a former member of the LANL Director’s Senior Advisory Group and has held numerous blue-ribbon panels and congressional committee appointments related to Nuclear Security Enterprise realignment, safeguards and security, and certification. Jim grew up in Iowa and attended the University of Iowa where he received a B.S. in Business Administration. He was awarded a Doctor of Jurisprudence degree from Drake University. He also served as a Judge Advocate in the United States Air Force.
“Jim embodied the optimism of TechSource,” said Jeff Giangiuli, President and COO TechSource. “He took great pride in his role on the Board, always striving to do the right thing to ensure TechSource remained an industry leader. He will be greatly missed by the TechSource family, the nuclear security industry, and his community."

Calbos also served in the Office of Management and Budget as an analyst and Branch Chief for national security programs, and he served in the Army as an infantry officer.

TechSource Welcomes Public to Albuquerque Office Grand Opening
Albuquerque, NM. An open house was recently held to welcome clients, colleagues, and employees into TechSource’s new office space in Albuquerque. The open house was attended by many associates eager to see the space that has been in the works since the beginning of 2021. Festivities included a ribbon cutting, tours of the office capabilities, partaking in a delicious work of art by caterer Eatentions, and reconnecting with people. Los Alamos, NM. Today TechSource, Inc. announces the retirement of Donald G. Trost, Executive Vice President and Principal.
Don Trost has been an instrumental, driving force in TechSource’s success for 18 years. Trost’s leadership, project management expertise, and consulting engagements touched every part of the company and has been instrumental in propelling the company’s brand and national reputation.
Trost finishes his career as the corporate Chief Development Officer (CDO) responsible for the company’s business development activities, strategic positioning, partnerships, and teaming arrangements. Prior to CDO, from 2003-2016, Trost led TechSource’s operations establishment and growth in the National Capital Region that included direct contribution to the landmark, Nuclear Weapons Enterprise (NWE) complex transformation analyses. In 2016, Trost was asked to step in as Chief Operating Officer (COO) to plan and initiate a major organization reengineering to prepare for anticipated step-function growth and corresponding complexity.

James Rhone Appointed Senior Vice President and Secretary to the Board of Directors

Rhone is responsible for numerous clients, including Argonne National Laboratory, Oak Ridge National Laboratory, and Department of Energy (DOE) National Nuclear Security Administration (NNSA). He also leads the Enterprise‐ Wide Technical & Engineering Support Alliance (E‐TESA‐2) team which provides DOE NNSA, under the TEPS-2 Blanket Purchase Agreement, with a total solution to satisfy strategic sourcing objectives.
Rhone has over 45 years of technical and managerial experience in the DOE NNSA enterprise and the commercial nuclear power industry. He specializes in project and contract management, emergency management, nuclear chemistry, training, and environmental radiological surveillance. Rhone joined the TechSource team in 2007 as Deputy Director of NCRO. He was subsequently appointed to the role of Vice President in 2013 and Senior Vice President in 2021.
Prior to joining TechSource, Rhone was a Vice President at Parallax Corporation where he oversaw the company’s technical presence at DOE/NNSA Headquarters, NASA Goddard Space Flight Center, the Food and Drug Administration’s Center for Devices and Radiological Health, and U.S. Customs and Border Protection’s Office of Information and Technology. Before his position at Parallax, Rhone was an Assistant Vice President at SAIC.
Mr. Rhone has published numerous scientific studies and technical papers concerning aquatic biology, paleontology, organic chemistry, and environmental radiological surveillance.

Giangiuli has been a key member of TechSource’s executive and leadership team since 2018. TechSource Providing Expertise through Newly Awarded Savannah River National Laboratory Management and Operating Contract
Los Alamos, NM. TechSource, Inc. is pleased to announce it is part of the Battelle Savannah River Alliance, LLC (BSRA) team to which the U.S. Department of Energy (DOE) Office of Environmental Management (EM) has awarded the Savannah River National Laboratory (SRNL) Management and Operations contract (M&O).
The $3.8 billion cost plus award fee contract scope includes operations and maintenance of SRNL’s nuclear and non-nuclear facilities. The contract also entails DOE missions support in environmental management, national security, science discovery, energy security, and legacy management activities. The SRNL M&O contract consists of a five year base period with option periods to five-years.
BSRA is led by and wholly owned by Battelle. BSRA’s team includes Clemson University, Georgia Tech Research Corporation, South Carolina State University, University of Georgia Research Foundation, Inc., and the University of South Carolina as well as Longenecker & Associates, and TechSource. Under this newly minted contract TechSource will provide technical support involving plutonium science and engineering, capabilities augmentation, and regulatory analysis.

In an interview with Albuquerque Business First TechSource President and CEO V. Brian D’Andrea discusses the company’s current footprint and plans for expansion in Albuquerque area.

Los Alamos, NM. Los Alamos nuclear tech consultancy TechSource is hiring for positions at Sandia Science & Technology Park following its expansion to the Duke City.
The firm, founded in 1997, signed a two-year lease for a 1,600-square-foot office at the business park in April. It has hired 26 since coming to town and is aiming to grow to a total of between 40 and 50 in Albuquerque over the next few years, President and CEO Brian D'Andrea said. Broker Shelly Branscom of NAI Maestas & Ward represented the property and Lobo Realty Group Realtor Toby Atencio represented TechSource.
TechSource provides nuclear science and engineering consulting services to organizations including NASA, Boeing, the National Nuclear Security Administration and the U.S. Department of Energy, according to its website. The company employs over 300 with access to more than 100 additional experts. Open positions include systems engineers, project controls and scheduling professionals, and program analysts, D'Andrea said.
TechSource, which started out providing subject matter experts on a contractual basis with a focus on developing capabilities, has recently moved into professional development. D'Andrea attributed some of the firm's success to those newer offerings, saying it saw $35 million in 2018 revenue and expects to see $40 million this year.
D'Andrea also said the company will focus on staffing more entry-level hires as the type of work it performs broadens.
"We are starting to interact with the local universities" and going to job fairs to scout for talent, he said.
TechSource has a presence in several other cities: Washington, D.C.; Portland, Oregon; and Aiken, South Carolina. It has ongoing work at five national labs, including Sandia National Laboratories and Los Alamos National Laboratory, according to D'Andrea.
The firm's work at LANL includes part of a potential $25 billion contract managing the lab alongside other organizations that joined to form Triad National Security LLC, Business First reported.
Last month, Sandia National Laboratories announced a hiring goal of over 1,000 new workers this year.

TechSource Awarded Independent Project Reviews and Assessments (IPR) Contract from the Office of Enterprise Project Management
TechSource is pleased to announce it has been awarded a three year, 4.41M dollar contract to provide technical project review and assessment services to National Nuclear Security Administration’s (NNSA), Office of Enterprise Project Management (NA-APM-20). The contract was awarded based on the TechSource Team’s advanced knowledge and successful application of project and construction management practices as well as on its leadership in fields relevant to nuclear facilities engineering and project management disciplines important to the design, construction, and operations of nuclear projects.
NA-APM-20 serves as the single point of contact for all NNSA project management issues and provides independent perspectives on project management development and execution for NNSA Acquisition Executives. TechSource’s subject matter experts will support NA-APM-20’s efforts to improve NNSA’s project performance and success rate by providing unbiased on-demand project assessment and review services. Independent Project Reviews (IPR) services will include: supporting NNSA during performance of IPR assessments and Independent Project Peer Reviews; evaluating planning and construction cost, schedule, and risk management and acquisition; and providing environmental safety and health and quality assurance review expertise; and preparing, assisting and documenting assessments of NNSA projects.

TechSource, Inc. Awarded Security Support Services Contract for Department of Energy’s Nevada Field Office
Los Alamos, NM. TechSource, Inc. is pleased to announce it has been awarded a Security Support Services contract for Department of Energy’s National Nuclear Security Administration, Nevada Field Office of the Assistant Manager for Safety and Security (NNSA/NFO/AMSS).
NNSA/NFO/AMSS provides security oversight for all facilities and operations in support of all missions under NNSA/NFO purview. NNSA/NFO operates the Nevada National Security Site (NNSS) located approximately 65 miles northwest of Las Vegas, Nevada. NNSS covers approximately 1,360 square miles (slightly larger than the state of Rhode Island) where the DOE, NNSA, and other U.S. Government agencies conduct various missions that include classified and unclassified experiments, training, exercises, activities, and programs. The main mission areas for NNSA/NFO are: Stockpile Stewardship, Nuclear Nonproliferation and Counter Terrorism, National Emergency Response, Radioactive Waste Management, and Work for Others.
In addition NNSA/NFO provides oversight over numerous government owned contractor operated facilities in Nevada. These include the NNSS, the NNSA/NFO main office located at the Nevada Support Facility in North Las Vegas, Nevada, and the Remote Sensing Laboratory at Nellis Air Force Base in Las Vegas, Nevada. NNSA/NFO also has oversight of contractor facilities in Livermore and Santa Barbara, California; Los Alamos, New Mexico; and Andrews Air Force Base, Maryland.

TechSource, Inc. Awarded Professional Technical Support Services Contract for the Office of Acquisition and Project Management Los Alamos, NM. Transition of work from incumbent Navarro will start September 16, 2015 with the full contract effort beginning October 1, 2015. The terms of this award are 19 million dollars over a 5-year period.

TechSource Awarded Technical Support Services for Directed Stockpile Work (DSW) Management Support Systems, Analyses, Development, Operations and Maintenance, and Inventory Reporting (NA-122)
TechSource, as Team Lead of the Enterprise-Wide Technical and Engineering Support Alliance (E-TESA), is pleased to announce it has been awarded a Technical Support Services Contract for the Department of Energy, National Nuclear Security Administration (NNSA) Office of Nuclear Weapons Stockpile (NA-122).
Under this Performance of Work Statement the E-TESA Team will provide technical support services for Defense Programs Nuclear Weapons Directed Stockpile Work (DSW) Forecasting and Analyses, Nuclear Weapon Stockpile Requirements and Planning, and Surveillance, which requires frequent access to and expert knowledge of highly classified nuclear weapons databases.
NA-122 is responsible for the direction, management, and maintenance of the nuclear weapons stockpile DSW and for developing and implementing Defense Programs’ requirements including materials, systems and component tracking; budget planning, policies and procedures; and production program control.
In addition, NA-122 also develops, analyzes, and communicates requirements and direction for stockpile life cycle activities, strategic materials, and the necessary production and electronic information management capabilities. NA-122 integrates and coordinates the planning, budgeting, and evaluation of stockpile operations and stockpile services activities to ensure national defense requirements are properly understood and met. The Office is also responsible for maintaining the Tritium Simulation System and performing associated tritium analyses.
This is the tenth award for Team E-TESA, led by TechSource, under this NNSA BPA. The award is valued at $1,919,345.40. To date, E-TESA has been awarded a total contract value of $35,167,179.40 making the Team the most successful, in the number of contract awards, amongst all CTA Teams.

The EAPP will be used to rapidly and cost-effectively transform NDPS processes and infrastructure in order to optimize their ability to address the current and emerging public safety needs of the Navajo Nation.
The TechSource Team will concentrate on identifying and mapping existing NDPS administrative and operational processes and procedures followed by integrating industry best practices into an implementable program plan tailored to the Navajo Nation’s unique requirements. The plan will guide NDPS’ future actions, necessary to employ a responsive integrated design that optimizes the NDPS Information Technology infrastructure.
Our technical expertise, combined with our awareness of the unique cultural and geographic challenges of the modern Navajo Nation, will enable the TechSource Team to quickly and efficiently address the technical, managerial, and organizational issues facing NDPS. Under this Performance of Work Statement the E-TESA Team will provide technical, analytical, programmatic, and integration support including technical analyses and assessments to support program implementation and integration of the Defense Science Campaign. Under this task, direct personnel and technical experts will support ongoing mission-critical activities designed to meet the goals of the Stockpile Stewardship Program and increase collaboration and coordination among the NNSA Defense Programs laboratories and international collaborations.
The Defense Science Program’s mission is to develop the scientific tools and understanding required to assess and certify the nuclear stockpile through a scientific approach that does not employ underground nuclear testing, while at the same time maintaining the ability to perform an underground test when called upon to do so. The major contractors who perform work are the Sandia, Livermore, and Los Alamos National Laboratories, and the Nevada National Security Site. In addition, an academic alliance program is part of the Office of Defense Science’s portfolio.

TechSource, as Team Lead of the Enterprise-Wide Technical and Engineering Support Alliance (E-TESA) is pleased to announce it has been awarded a liaison and technical support services contract for Department of Energy’s (DOE) National Nuclear Security Administration (NNSA) Office of Defense Programs.
Under this Performance of Work Statement the E-TESA Team will provide technical, liaison, and analytical support to the Deputy Administrator for Defense Programs (DADP), the Principal Assistant Deputy Administrator (PADA) and the Principal Assistant Deputy Administrator for Military Applications (PADAMA) for Nuclear Weapons Council (NWC) related activities such as advice and assistance with work planning, report generation and coordination, preparation of principals for meetings, and management and control of NWC related information.
The DADP, PADA and the PADAMA provide primary guidance to the Defense Programs organization in the execution of the Stockpile Stewardship Program (SSP). They are responsible for the ultimate understanding of the SSP and its effect on National Security by DOE/NNSA elements, the Executive Branch, Members of Congress, the DoD, and other Federal agencies.
The SSP, a single, highly integrated technical program, is the mechanism for maintaining the safety and reliability of the U.S. nuclear stockpile. The SSP utilizes research, weapon surveillance, weapon assessment, advanced computational and modeling capabilities, and innovative manufacturing processes to maintain the enduring stockpile with high confidence in its capability to perform as designed.
This is the seventh award for the Team E-TESA, led by TechSource, under this NNSA BPA. The award is valued at $2,536,733.32. To date, Team E-TESA has been awarded a total contract value of $21,540,316.09. E-TESA continues to be the most successful in the number of contract awards and highest contract award total among all eight CTA Teams.

Dr. Crandall recently retired from the Department of Energy (DOE) as the Advisor to the Under Secretary for Science. Prior to his Advisor role he served as the National Nuclear Security Administration’s (NNSA) Chief Scientist.
Dr. Crandall began his Federal career at Oak Ridge National Laboratory, moving to DOE’s Office of Energy Research (now Science) before transferring to Defense Programs where he served as Director of the Offices of National Ignition Facility, Inertial Fusion and Defense Sciences.
Dr. Crandall’s experience includes 16 years of physics research, 25 years of science program management, and 5 years as senior advisor to political appointees at DOE. He has led significant scientific programs in plasma physics and Fusion Energy and in Nuclear Weapon Stockpile Stewardship.
Dr. Crandall entered the Federal Senior Executive Service in 1987. Dr. Crandall is a recipient of the Presidential Award for Meritorious Executives. He is a Fellow of the American Physical Society cited for his work on atomic collisions involving multiply-charged ions and has published over 100 refereed publications.

Under this Performance of Work Statement the E-TESA Team will provide technical and analytical support services in the areas of nuclear materials packaging, transfer and management; information and data management; safety program support; operations management; construction management; program capability based investments; facilities and infrastructure management; and the Nuclear Criticality Safety Program.

TechSource as Team Lead of the Enterprise-Wide Technical and Engineering Support Alliance (E-TESA) is pleased to announce it has been awarded a Technical Support Services Contract for the Department of Energy (DOE) National Nuclear Security Administration’s (NNSA) Office of Emergency Management (NA-41).
One of NA-41’smajor tasks is the management of the Comprehensive Emergency Management System (CEMS). CEMS provides the overall framework for responding to all emergency events involving or affecting DOE.The fundamental concept of CEMS is that site/facility emergency management programs are the last line of defense for the protection of people, the environment, and national security. Emergency management programs are designed to protect people and consider the protective action criteria for actual or potential releases of hazardous materials. Emergency protective action criteria for chemicals are limited to: Acute Exposure Guideline Levels developed by the Environmental Protection Agency, Emergency Response Guideline Levels developed by the American Industrial Hygiene Association, and, Temporary Emergency Exposure Limits (TEELs) calculated using a methodology developed by the DOE.
Under this Performance of Work Statement the E-TESA Team will provide technical support services in the maintenance and management of CEMS.

TechSource, as Team Lead of the Enterprise-Wide Technical and Engineering Support Alliance (E-TESA), is pleased to announce that it has been awarded a Technical Support Services Contract for the Department of Energy National Nuclear Security Administration’s (NNSA) Office of Defense Nuclear Nonproliferation Research and Development (DNN R&D). The DNN R&D drives the innovation of unilateral and multi-lateral technical capabilities to detect, identify, and characterize foreign nuclear weapons programs, illicit diversion of special nuclear materials, and nuclear detonations. DNN R&D programs provide the technical base that supports the United States nuclear nonproliferation, counter-proliferation, counterterrorism missions and responsibilities for international ports and border interdiction, special nuclear material search and identification, and incident response and recovery. In the nuclear detonation detection area, DNN R&D provides operational hardware and software for national security systems. Under this Performance of Work Statement the E-TESA Team will provide various technical programmatic support services for security, protection, and control of classified material including: certification as an alternate derivative classifier; review of technical and programmatic documents for proper classification markings; budget execution, planning, and shaping of DNN R&D business practices to meet ISO 9001 compliance; development of strategic communications documents and electronic media; and will provide assistance in program reviews. This is the fifth award for Team E-TESA, led by TechSource, under this NNSA BPA. The award is valued at $1,928,886.52.

TechSource, as Team Lead of the Enterprise-Wide Technical and Engineering Support Alliance (E-TESA) is pleased to announce it has been awarded a Technical Support Services Contract for the Department of Energy (DOE) National Nuclear Security Administration’s (NNSA) Office of Nuclear Weapon Surety and Quality (NA-121).
Within the NNSA’s Office of Stockpile Management (NA-12), NA-121 is responsible for management of the DOE/NNSA nuclear weapon surety program. NA-121 provides senior level advice and oversight of all aspects of surety for nuclear explosives and nuclear weapons, including their safety, security, and use control. The Office also provides support to programs such as emergency response, counter-proliferation, counter-intelligence, and NNSA interagency and international weapon surety activities.
Under this Performance of Work Statement the E-TESA Team will provide technical support services for nuclear weapon surety including security, use control, and weapons data access system for the Office of Nuclear Weapon Surety and Quality (Office of Stockpile Management). A key aspect of nuclear weapon security is the control of Nuclear Weapon Data (NWD). The NWD Access Control Team is responsible for managing and maintaining the Weapon Data Access Control System (WDACS) and for providing the direction and control of the Government-wide program for controlling access to NWD and facilities by domestic and foreign entities.
This is the second award for the Team E-TESA, led by TechSource, under this NNSA BPA. The award is valued at $3,703,238.60.

TechSource as Team Lead of the Enterprise-Wide Technical and Engineering Support Alliance (E-TESA) is pleased to announce it has been awarded a Technical Support Services Contract for the Department of Energy’s Office of Defense Programs (DP) to provide Technical and Program Management Support to Stockpile Research, Development, and Engineering Programs.
Under this Performance of Work Statement the E-TESA Team will provide programmatic oversight of enabling technology development activities for DP, as well as planning, coordinating, and implementing policies for DP’s integrated development activities in support of the enduring stockpile.
These activities assure the technology base for the surety, reliability, readiness, credibility, and military effectiveness of the nuclear weapons stockpile. These activities also assure the maintenance of the National Laboratories [Los Alamos National Laboratory, (LANL), Lawrence Livermore National Laboratory (LLNL), and Sandia National Laboratory (SNL)] technology infrastructure and core competencies. In total, these activities provide development for the enduring stockpile, examine new requirements, and ensure safe weapons retirement.
Defense Programs Headquarters manages development activities associated with weapons science and engineering, and maintains the Department of Energy’s National Nuclear Security Administration’s capability to sustain the existing nuclear weapon stockpile and respond to any new requirements.
Team E-TESA, led by TechSource, was awarded the first contract offered under this NNSA BPA with a contract award valued at $4,256,746.28.
