Kristin M. Daugherty is the National Program Director for WP-TNT℠ (Weapons Technology & Nuclear Training) at TechSource, where she provides strategic leadership across critical nuclear security programs. With over 30 years of experience spanning the Nuclear Security Enterprise, biotechnology, and medical sectors, Kristi brings a rare fusion of mission-aligned operations and cross-sector innovation. Her leadership has driven performance across major DOE and NNSA initiatives, and her background includes executive roles in healthcare and pharmaceutical industries where she led multi-million-dollar ventures, nationwide physician networks, and clinical integration strategies. Kristi is respected for her ability to translate complex objectives into executable strategies that serve both national security and enterprise transformation goals.

Marvin Nials is the Program Manager for the Weapons Production – Technology and Nuclear Training Program (WP-TNT℠). In this role he is responsible for engaging University partners with our nation’s Nuclear Security Enterprise and fosters collaborations that strengthen the network of students, professors, and subject matter experts who are working on technology projects that provide valuable research and experience for the next generation of scientists and engineers. Marvin is an experienced project manager with extensive leadership experience and expertise in operations, training, and team building. Marvin holds a dual MBA in Operations and Marketing from the Anderson School of Management at the University of New Mexico where he is also an adjunct professor and maintains a commercial contractor’s license which he’s held since 1994.

Dr. Frank Gibbs is a TechSource Senior Nuclear Advisor with over 40 years’ experience in nuclear processes including manufacturing, facility operations, recovery, decommissioning, and environmental remediation. As a Senior Director for Actinide Operations at Los Alamos National Laboratory (LANL), Dr. Gibbs was directly accountable for recapture of pit manufacturing capabilities and responsible for 800 employees. He was also a Program Director who supported two major United Kingdom (UK) nuclear programs at the UK Atomic Weapons Establishment (AWE) and the UK Naval Nuclear Core Production Facility. His senior management experience includes decontamination, decommissioning and environmental restoration, responsible for annual operating budgets that exceeded $200 million per year. Notably, he was a member of Rocky Flats Closure Project Executive Team that delivered one year ahead of schedule and $670M under cost. He possesses direct experience in the development, production, and testing of several nuclear weapons programs including the W76, W78, B83, B61, W80, W79, and W82. He also served as the plutonium manufacturing development manager for the successful development and certification of the W88 Program (Rocky Flats), which met all underground test and production schedules. He currently works in the Weapons Production Technology and Nuclear Training (WP-TNT) Program and serves as an Adjunct Professor at the University of Texas at El Paso for the Metallurgical, Materials and Biomedical Engineering Department.

Mr. McKerley was the group leader and technical manager for the Actinide Recovery and Processing and Waste Management operations group. The group provided actinide processing support for LANL, including nitrate and chloride based aqueous operations (dissolution, ion exchange, solvent extraction, precipitation, and calcination operations), pyrochemical operations (hydrofluorination/calcium reduction), and waste management operations for the LANL Plutonium Facility (TA-55). Mr. McKerley was also the Group leader and technical manager for the actinide analytical chemistry group which provided analytical chemistry support for LANL, including a suite of services which included Pu, U and Np assay, Interstitial Gas Analysis and Ion Chromatography, Mass Spectrometry, Radiochemistry, Plasma Spectrometry, Bulk and Trace Elemental Analysis by X-ray Fluorescence, Mass Spectrometry, Radiochemistry, Plasma Spectrometry, Bulk and Trace Elemental Analysis by X-Ray Fluorescence, Quality Assurance/Information Management, and the Laboratory Information Management System (LIMS). Mr. McKerley also held a number of project management and program management positions at LANL.

Mr. McKerley represented LANL in a number of national and international technical collaborations.

Mr. McKerley has been with TechSource, Inc since 2012.

Michael Weaver has served Los Alamos National Laboratory, the Department of Energy, and the International Atomic Energy Agency thoroughly over 38 years, exhibiting broad knowledge and experience working in National Security, Defense, Intelligence, Nonproliferation and Nuclear Safeguards programs. Extensive experience at international and multidisciplinary collaborations has been demonstrated through serving as the Nuclear Nonproliferation Deputy Director at LANL, as well as the Senior Safeguards Technology Expert in the Safeguards Department of the IAEA. Outreach to youth began early in the 1990’s by starting the Joint Nuclear Explosive Training Facility (JNETF), a mentoring and training effort to provide “hands on” experience to young scientists, engineers, and technicians. This was the first such training program of its kind and it provided training to over 300 people/year. Managerial experience is backed by an intense hands-on technical background, exhibited in designing, having parts fabricated, assembling and testing the warhead package for the SRAM T program, and executing the same under the Nuclear Explosive Safety and Assembly Section.

Mr. Paul Dunn is a metallurgical engineer with over 35 years of experience in the nuclear security enterprise (NSE), global security/intelligence community, and nuclear materials process development. His technical experience began at Rocky Flats with plutonium alloy phase stability work. He joined Los Alamos in 1985 where he provided cast components for underground testing, DOD armor/anti-armor, and scientific research programs. He has extensive experience with nuclear weapons, reactor fuel, and intelligence programs, with progressively increased responsibility in project, program and line management. As a specialist in nuclear weapon and actinide component process development, including materials characterization and component fabrication, Paul possesses extensive programmatic experience with nuclear weapons, global security, and Department of Defense (DoD) engineering communities through activities in War Reserve component fabrication, research reactor process development, and new materials for advanced concepts. As deputy Program Director for W88 Manufacturing and Certification, he provided leadership for the last production/qualification mission at LANL which spanned two national labs and three NSE production sites.

He is a results-oriented leader and line manager with large and small program development, program planning and execution skills. He is fully conversant with nuclear safety basis, radiological, criticality and NQA-1 quality norms. He currently works with Rendija Research, providing SME expertise in nuclear weapons component fabrication and serves on the Director’s Red Team for Annual Assessment.

Brand joined Walmart in 1995 after serving over eleven years as a Field Artillery Officer in the United States Army. He began his new retail career with the field Asset Protection (AP) team but quickly transitioned to the home office AP staff serving in several key positions including Merchandise/Systems Coordinator, Director of AP Operations, and Director of AP Strategic Initiatives with primary scope over all research and development efforts, strategic systems integration, and new technology pursuits. For the last 14 months of his nearly 22-year career with Walmart, Brand was appointed the Director of the newly created Operational Execution team with responsibilities of evaluating the execution and effectiveness of key, strategic company programs at store level.

Brand retired from Walmart in March of 2017 and is currently the Founder/Principal of Elverston, LLC., providing senior advisory services to risk mitigation technology providers and retailers alike. Over the years Brand has presented at countless conferences around the world on topics ranging from leadership principles to corporate risk-mitigation strategy and technologies to industry trends. He currently serves as an Executive-in-Residence (EiR) and is an advisory board member with the Auburn University RFID Lab, is a member of the University of Alabama College of Arts & Sciences Leadership Board, serves on the Retail Industry Leaders Association (RILA) Advisory Board, and serves on the Advisory Council with Graham Partners private equity. Brand has served on several other committees and boards including serving as Chair of the RILA Horizons technology committee and served as co-Chair of the GS1/EPCglobal EAS/RFID joint requirements group.
